Neutral enemy
A neutral enemy is a generic mob that is in the world. They tend to drop petty loot and aren't that hard to kill. Sometimes, they might be associated with a quest, be it a kill one or a collect one, or sometimes contain a hidden quest when a certain amount of a certain enemy will be killed.
